i think you're talking about managed virtual hosting.  there are several 
commerical products for this (cpanel, plesk, ensim, etc).  cpanel and 
plesk are good but kinda expensive.  stay the hell away from ensim.  
trust me.

on the free side, try the webmin/usermin/virtualmin combo.
