In general you are correct but wisdom appears where wisdom
appears.

I have a lot of respect for RFCs by the way.  It's come from
having spent about $1/page for ANSI and ITU specs.  It's also
come from having watched politics creep into NOF specifications. And
finally, it's come from having observed the SIGTRAN RFCs develop
over time.  RFCs are developed by a meritocracy - fools are not 
gladly suffered in the process.
