this is the way to go.

The idea of the govt running the department of defense is a socialistic
idea that doesn't fit in with a modern privatized america. The govt should
contract out its military requirements to private companies. So when 
the US wants to go after Osama or Saddam Hussein, they should put out
a contract for public bidding, give it to the lowest bidder, and then
pay according to performance (did you get Osama? - no - then you didn't
complete your deliverable and you get no money).
