Well that's a good sign for your upstream provider's configuration.

This is kind of surprising, but shows that it's something affecting all 
traffic to moya, not just a particular port.  This means it's not 
necessarily a firewall rule, it could be a routing or other connectivity 
issue.  MTA was mentioned before, but given that you can't even make a 
SYN / ACK pair, it's not the MTA, as MTA problems only affect large 
packet transfers.

Can you traceroute to dargo.trilug.org, and provide the output, please?
