This is the exact opposite of my experience. In Debian, Ubuntu, Red Hat,
Fedora Core, Slackware, Mandrake, and Gentoo, the settings are saved on
shutdown and restored on (re)boot.

alsaconf is nearly useless, so much so that it has been ripped out of
Ubuntu Hoary completely. hotplug/discover handle the PCI cases. A
backend is being written to cover the last ISA ones.
