I know http://www.dyndns.org will do it.  Not sure what your definition
of "nominal fee" is; they're usually too expensive for my purposes, but
then I'm a college student and have long forgotten what this "money"
thing is that some people talk about.

Another alternative, depending upon how professional you need to be:
You can get a free domain from DynDNS, but it's a subdomain of one of
theirs (like yoursite.dyndns.org or jtsoft.ath.cx).  Then, register your
domain with someone who provides free forwarding, and just have this
domain forwarded to the free thing from DynDNS.  This is the cheapest
way to go for sure, but I'd never do it on anything other than a
personal website.
