Have you tried apt-get --reinstall install frozen-bubble-data ?

If that fails, try su -c 'touch /usr/games/frozen-bubble.wav' &&
apt-get --reinstall install frozen-bubble-data &&
apt-get --purge remove frozen-bubble-data
