Just to correct myself, they CAN'T completely turn off the falls with
the hydro control dam, but in 1969, the US Army Corps of Engineers
built special coffer dams to cut off the flow over the American falls
to study the rock and see if they might remove some of the rocks at
the base of the falls, which , in the end they didn't do.

The amount of water diverted for hydro generation is controlled by
international agreement and carefully controlled.
