I've been using http://www.zoneedit.com for several years with only one
outage that I know of in those years. It is free up to 5 domains at a
time. I've been very please.

I have registered all my domains through http://www.hostica.com and I
use them to hast a few that I don't want interrupted by dynamic IP
issues. I've been using them for about 5 years. They started small but
have grown very quickly. Their prices are very reasonable and I've
never experienced an outage there - even when they moved to a new
location a few years back, it was seamless.
