With my Westell 2100 in IP Passthrough mode  I can still access it using 
192.168.1.254 (it's default LAN address), and both the Westell and my 
VPN router have the WAN address the ISP assigns.  The Westell Connection 
protocol is set to PPoE - not Bridged.
