[TriLUG] php editor for windows

I heard about it, but never saw a howto on setting it up properly.  In
Linux I use Quanta as a full fledged IDE, or vim for really quick
edits.  Noone seemed to be interested in setting up a proper major
mode for PHP, so I gave up.  There are better tools out there.
