The site here:
http://ntp.isc.org/bin/view/Servers/WebHome

has a link to this page:
http://ntp.isc.org/bin/view/Servers/NTPPoolServers

which is using a random selection of servers to help prevent overloading 
some.
I believe this is the preferred method.
