It's quite simple, really.
Once you have logged on to the CACert.org site, go through the "CAcert
Web of Trust" menu item to "Find an Assurer" ( or drop me a line ).
When you and your Assurer have arranged a time to meet, print the "US -
WoT Form", also in the "CAcert Web of Trust" menu, and take it to the
meeting. ( All Web of Trust transactions require a face-to-face
meeting, just like PGP or Thawte. ) Your Assurer will examine your
identity documents, sign the WoT Form, and then complete the process on
his computer. You will receive an e-mail message shortly afterward,
reporting the number of points that you have accumulated.
To become an Assurer, there are a couple of different methods, but
require that you accumulate a certain number of points.
