If you're talking about file permissions on the primary server, yes.  
However, I've run into the problem where the file permissions on the
secondary server for where the zone file is stored were messed up.
You might just check to make sure that bind can write to that directory.

Alternatively, your configuration could be set up on the primary 
server to not allow zone transfers.
