Just to play devil's advocate....

How are we sure something like this is "Billy Boy's business interests" 
rather than simple corner cutting on the contractor side?  Clearly we 
need to appeal to our government to insist they not further support 
Microsoft's business interests by creating situations of IE-only support 
as mentioned in the instance above.
