The user-agent switcher extension is probably the way to go on this one.
The site is probably sniffing for all non-IE browsers.
I think it's pretty sad when government sites do this. I remember that
shortly after Katrina FEMA was blocking all non-IE browsers on their
websites. Seems like our tax dollars could go toward hiring some more
competent web masters...
