You could try something like:

echo "scsi remove-single-device" 0 0 1 0 > /proc/scsi/scsi

That should set it up for hot removal, which you would hope would
include spining it down.

Of course it won't come back until you do:

echo "scsi add-single-device" 0 0 1 0 > /proc/scsi/scsi

You can get the scsi id stuff the '0 0 1 0' (host:bus:device:lun) info
from the command 'lssci'
