I also encountered many a problem using CPAN while installing a content 
management application called WebGUI.

I remember even forcing the install did not result in a good out come 
(Image::Magick).

My resolution was similar. I looked for other repositories. In my case 
(FC4) I resolved it by finding a YUM repository with the module(s) I needed.
