I did the same thing as you with a customer once. I was 
lucky I didn't have any of your collisions, but I was always 
waiting for a phonecall describing horrible problems beyond 
the customer's understanding.

I don't have any good ideas - here's a suggestion -

o does your ftp demon create the files with different owner, 
permissions, date while it's downloading, than wind up on 
the file after its been closed?
