I buy through palpal about a dozen times a year. What I
don't like is that they keep your credit card info on hand
all the time. When you put a card number in for the
purchase, they keep it, unlike other sites which say
something like "do you want us to remember this card for the
next transaction". I had to phone up (found the phone number
on another internet site) to find how to delete it (you go
to MyProfile>CreditCards and just remove it - it's not
hard, just a bother to have to remember to do after each
transaction). If you want to use another card (say your
business card, rather than personal card), the palpay page
will insist on using your previously entered card and won't
let you enter another card. You have to suspend your ebay
(or whatever purchase), log into Paypal in another window,
add another card, exit and refresh your ebay page.

I guess I've been lucky so far. All the internet purchases
I've had problems with have been on purchases through my
regular credit card (BofA) and BofA has stood behind me.
Aren't your paypal purchases flushed through your regular
credit card and hence you never have to deal with paypal?
