It's an easy way to create jails. I did a brief write-up on it here:

Having a jail in your webroot will pollute it with a lot of files and
folders that you might not want there, so you may want to create the
jail and then create a hard link to the webroot folder from the jailed
user's home folder. Soft links won't work across the jail boundary.
