Anyone with a gmail account can upload the video to Google using the uploader tool (they even offer a version for Linux: http://video.google.com/support/bin/answer.py?answer=31701&topic=11461). 

If anyone is so inclined, the video could even be subtitled/captioned using transcription software so as to make it accessible to individuals with a hearing loss (or someone too cheap to buy an audio card...not me mind you;).

If anybody would be willing and able to do the work to make that
happen, I believe that wouldn't be a violation of the license. Anybody
want to volunteer to chop up the Sapna Kumar talk and upload the
pieces to youtube?
