Unfortunately 1080p HD decoding can be quite demanding.  A Mac mini
should be able to handle it, but just barely.  I have a 1.8ghz  Core 2
Duo machine with the Intel 950 graphics, and it drops a few frames on
some 1080p sources, the Mac Mini has a Core Duo 1.8ghz or 1.6ghz
processor and the same 950 graphics, so it might not give you
perfectly smooth playback with all 1080p sources.

Getting the picture to the HDTV with DVI or HDMI should be fine.  I
use a DVI-HDMI cable to connect my computer to my TV and have not had
any issues with it.  As for getting the audio to the TV, the Mac Mini
has an optical digital audio connector, so you would need to either
figure out how to plug that into your TV, or use some sort of USB
soundcard.
