Actually they don't.

However they are the only really bully pulpit to prevent abuse...though 
as phil mentioned they are not representative 
(http://opensource.org/board) and are overly secretive IMO.  On the 
other hand you have companies putting out software that cannot be 
distributed and does not allow derivative works and calling it open source.
