This has been talked about and at various points I've been in contact 
with groups with just such a thing in mind that also (to my preference) 
would like to qualify how the software is developed (in an open fashion 
with design decisions made in the clear), but after I made noise in the 
press I was contacted and there seems that there may be some opportunity 
to help fix OSI.  We do need more people clamoring for it though.  There 
is a bit of a patrician feel to the organization.  A good thing to do 
would be to start making noise on license-discuss 
(http://opensource.org/node/159) and suggest that more awareness is 
building of the issues (well researched mails are certainly more 
appreciated than the less well researched ones).  I'd welcome an well 
architected essay countering Michael Tiemann's "the tribe has spoken" 
with a thesis of "whose tribe are you anyhow, and who did you speak 
for".  However, do be aware that Rich Moen and others in particular can 
be a tad...overwhelming and some (but not all) on the board regard 
spirited dissent and criticism as "flaming" even if not written as a 
proper flame.
