Furthermore, was Picard refusing cookies from the Enterprise food
replicators or something?  Why would he have to specify the variety of
tea he wanted and relative temperature every single time he wanted tea?

Also, it would have been a wonderful nod to DNA if Picard asked the
replicator for tea and ended up consuming all of the Enterprise's
computer resources for the duration of an episode while the computer
figured out how to replicate a really good cup of tea.  And of course
this puts the Enterprise crew into some sort of unspeakable peril.
