LiveCD wise I'm a big fan of Knoppix. It's one of the first and best
live cd distro's out there.

I actually use it for ntfs r/w stuff; to modify the win 2000 boot.ini
files in our multi boot systems after creating a clone.
The ntfs r/w for me has always worked flawlessly.

To write, boot into kde, and then rightclick the mountable drive,
check writable and start editing.

Of course r/w ntfs is always slightly unstable in any linux distro due
to general experimental support.

About the usb harddrive, that all depends on the make and model of the
harddisk, as for any linux distro.

Knoppix is based upon debian and default runs kde.
