On Redhat/Fedora systems this is NetworkManager.

Pop in a network card and it either automatically or with two clicks enables 
the wired connection.  Take the wired connection out and it helps scan for, 
connect to and otherwise manage wireless connections.

It's about 85% of where I'd like it to be in operation and features, getting 
better and better than anything else I've encountered for the same task.
