I suspect that it would not run under wine as it is a .net program per the author's notes on msdn.

It does appear that one can download the source http://www.codeplex.com/xmlnotepad/SourceControl/ListDownloadableCommits.aspx

I wonder if it work under the port of C# that does run on linux.

Of course one could use it in a virtual guest hosted by linux. Like the old days of running IBM MVS as a guest of IBM VM. Which is now used to host Linux and soon Open Solaris.
