No, it's not.  "root (hd0,0)" tells grub to assume the root directory, 
where to find everything, is hard drive 0, partition 0.

He did.  In the root line above.  Specifying a root drive like this 
removes the need to edit multiple lines if you change where /boot is on 
your system.

The "root=/dev/sda1" line on the kernel command line is for the benefit 
of the linux kernel, not grub.
