Steve,
Take a look at http://www.pdfill.com/
As I recall, it's free for 30 days and then costs $20. I downloaded it
for another purpose and ended up not needing it. But I think it's
designed to do what you want to do.
Oh, and I was able to use it to do what I wanted to do with the free trial.
