Legally? No.

When I worked for Ericsson, we were making phones for Verizon. Our 
engineering group set up a repeater (for use within our building), and 
the Verizon folks were not happy about that at all. They paid big bucks 
for exclusive access to that piece of spectrum, and they don't take 
kindly to other folks "helping" them with their engineering.
