[TriLUG] command line convert UFT-8 chars to HTML entities

Anyone know of something I can use on the command line to convert any 
UFT-8 characters found in HTML files into their entity equivalent? I can 
write a pretty short Perl script to do this, but since it will be 
invoked several thousand times by another program (as a filter) the 
startup time of Perl could be a killer for me.

Any ideas?
