Yes, this is how I understand it.  I run OpenVPN on my desktop at work 
and use a X509 key and a password.  NC State runs it's Cisco VPN using 
only a group and user password.  I'm hoping that the X509 key challenge 
happens before an opportunity to present a password happens.
