It does discuss changes to low-VHF channels (2-6 which would impact  
WRAL) and that ChannelMaster has a new antenna aimed at channels 7 and  
above, so it is quite possible that WRAL will relocate (the ATSC spec  
apparently has "virtual channels" so that the number won't change  
however).

But VHF isn't going away.
