SGML seems more inspired from the IBM GML product of which they first used for their internal use for publishing for customers and internal docs such as ce/fe manuals. One person told me that at one time IBM was the largest publisher.
But like many things there seems multiple different players in the design.

And you know ... troff markup isn't that different from HTML. Wasn't SGML inspired from the TeX or troff markup?
