[TriLUG] phpBB and spam FW: Activate user account

I run a site for our HOA with phpBB and we were getting a number of bot
registrations.  Found the following:

http://blog.markbarnes.org/2009/02/09/phpbb3-captcha-cracked/

As a solution, with little complexity and a lot less fake registrations
making their way through I've used this:
