Alternatively, aside from agreeing with some of the other suggestions,
it is possible that 8080 is considered a "well-known" port by your
firewall, so it is blocking it, whereas you might be able to set up your
SSHD server on a port like 8022, or 18080 or 18022 without bothering
them.
