TR-069 is SOAP right? So worse case scenario you can just use a SOAP 
library. But looking on CPAN, I do see a module named Router::Statistics 
(http://search.cpan.org/perldoc?Router::Statistics) which has some basic 
CPE functionality which, if it's not what you're looking for, might 
provide at least a basis for your own stuff.
