There is also http://kuali.org/ which seems to be closer to a lot of the features of blackboard I think. I haven't looked at Moodle in awhile, but iirc moodle doesn't have as much on the back end class management side of things as it does on the online learning side of things. But again it's been a long time since I looked at Moodle.
