Have you tried using "xrandr" to set the values explicitly? There are 
lots of ways you can configure it with xrandr that aren't available in 
the GUI configuration.

Click "System | Preferences | Power Management", choose the "On Battery 
Power" tab, and then remove the checkmarks from "Reduce backlight 
brightness" and "Dim display when idle". Please note that this will 
reduce your battery life.

Have you searched around http://ubuntuforums.org for help on your 
specific issues? If you have tried the existing advice and can't get it 
to work, you can create a new post and will probably find a solution.
