It would be nice if commercial providers had to do this too.

No such requirement for commercial companies, in fact the opposite.
This is a growing trend around the Triangle, with residents being told
they have no choice but to pay for the cable service they don't want
because the apartment complex has signed an exclusive contract.  Pity
the bill doesn't make this illegal outright.
