Check for firmware upgrades to the card and switch, as well.  You'd be
surprised how many issues can be fixed with firmware upgrades.

FWIW, I have a few 10G cards that have similar problems.  Haven't
resolved the issue yet, but your LINKDELAY is nice to know about!
