These devices are just repeaters, so they are technology independent.  They
do operate on certain frequency bands, so it's important to get the right
one.  There are multiple models that cover different carriers.

My experience with one (my grandparents in Chapel Hill have one) is that it
works, but the boost power is pretty low, so it doesn't cover a very large
area (approx 20 foot radius).  These devices won't give you GSM/CDMA/etc.
where there is no signal, they'll simply extend coverage into areas where
coverage is weak.

Someone showed me an android app that lets T-Mobile subscribers make calls
over wifi.  That seemed like an excellent idea to me.
