[TriLUG] Utility to help with SOX

 I need something like useradd.  It does what vi'ing /etc/passwd does, but is more safe.  

I'm not getting around sysadmin - they do not care how we manage our app configurations.  Some call this horizontal support model.

have to be a little more specific if you want some help or suggestions.

A framework to do what? Checking and logging? Checking and logging what?
Or to change config files? Which ones and for what purpose, and what
precisely are your restrictions? And how could you expect to accomplish
this while not installing any software?
