Is it possible that ICMP traffic is being given a low priority and that is accounting for some of these results?

Ok this is very interesting, something is definitely going on.  In a
very small sample, I didn't drop any packets, had small rtt, but it
took a long time!  Check it out:

--- wral.com ping statistics ---
106 packets transmitted, 106 received, 0% packet loss, time 531232ms
rtt min/avg/max/mdev = 9.040/13.648/31.640/4.227 ms

--- wral.com ping statistics ---
11 packets transmitted, 11 received, 0% packet loss, time 50614ms
rtt min/avg/max/mdev = 12.092/15.885/29.937/6.226 ms

With the last iteration taking 50 seconds to send and receive 11
packets, yet the max round trip was less than 30 ms.
