Last I looked it wasn't faster.  The U-verse box for the area is not but 70ft from us, and the download speed is still just 18mbits. 
They are not mentioning the upload speed anymore on their page, I guess they know when they are licked :-)   I consistently get 
30-40 down, and 4.8 or so up with TWC.
