You need vitalization extensions. Other than that, all you need is enough 
ram. The rest just depends on how much performance you need.

If you have a machine without vitalization extensions and you need to 
run an unmodified guest (Xen only supports paravirtualized guests when 
vitalization extensions are absent) you could go with VirtualBox. I've 
used VirtualBox to run a development environment on a PIII without 
complaints.
