doesn't rsync also have to compare dates at both ends?

I don't want to compare the dates of 10,000 pairs of files. 
I just want to find the minimum number of files (say 10 or 
100) on the source machine that will be needed for the copy 
(everything 5mins old or newer) and then do a cp -auv. That 
way only the dates of 10-100 files will be compared.
