I think it may also have something to do with statistics.
Current population in China is about 1.3 billion people (as of 2011).
If you take the top 10% smartest people, you get 134,413,000 or 134 million
people.
The United States has about 314 million people.
So already China has 1/3rd smarter people over the United States.
